Sun, the creator of Java, was unhappy with Microsoft's proprietary extensions to the language, and tried through legal action to prevent Microsoft from distributing its own JVM. As such, Microsoft distributes no JVM with Windows XP at all. You can download and install Sun's JVM for Windows here: http://www.java.com/en/index.jsp
