I dont think they are much in use anymore, but the term of it is "War Dialing", problem is u can end up with quite a high phone bill.
But there used to be some really good tools out for that kind of scanning.

It's mine...it's still being made actually. Supports multiple modems for parallel scans on seperate phone lines, macro text for easy log entry, lots more! The interface should allow you to attach the phone line to a mic input, and a different one to turn the line on and off. I've already designed the one to turn the line on and off (will use the parallel port). Still need to make the one for the mic input. I'm trying to find a nice way to supress ring voltages (don't want 90v into your soundcard!).
